This is utterly ridiculous, even as a sideways hit-piece on the Equality Act (which it is.) Not only would someone who truly cares about prison rape be knowledgeable of PREA, they would be challenged to even discuss it and/or related policy without discussing PREA as well. But in the sparse mention PREA gets here, it's to suggest it doesn't apply to consensual sex in prison - which is false. Rape is about power, not gender, especially in jails and prisons.
