  Step 1 in a university - find out who runs shadow IT in your area, and get your computer wiped and reinstalled with the OS of your choice, with local admin rights (and if Windows, not domain joined). I've seen "official IT" give people laptops without basic drivers installed, and the screen not running at native resolution!
