Practically all new commercial GNSS receivers have been multi-constellation receivers for a while. They work with GPS, GLONASS, Galileo, and BeiDou. All these competing systems work as backups to others. Most consumer level scenarios mentioned in the article are not actualized if only GPS goes down.

FCC has been trying to prevent or slow down the use of these other GNSS systems within the US. Galileo was not not authorized for use in the US until 2018. That's idiotic. The geopolitical risk can be mitigated with trust hierarchy. GPS and Galileo over GOLNASS and BeiDou for example.
