'Close to half' could be also 'majority' or 'minority', depending on whose side you are on. 'Overwhelming majority' better be more than 75% but it's often less. 'Small percentage'...of 300mln people is still a substantial number. Add to that much of arguments we use daily are based on sampling which has a varied degree of accuracy.
