  If anybody ever really wanted to shut Bitcoin down I feel like this is a big vulnerability where they don't even really need new legislation.

  Miners can refuse to process transactions that embed and include illegal content.

    Why would they? What sanction do they risk if they don't? What do they give up / risk if they do?
