You're not going to be fully engaged and ready to take over on time to avert trouble unless you're you're doing everything manual driving requires without actually touching the controls. And then, what's the point of such a system? Seriously. What's the point off an auto pilot or driver assist system with such a requirement? I suspect that Tesla's auto pilot, with that requirement, is a giant stealth alpha project, for which testers pay thousands of dollars to participate, with data collected via Tesla's OTA system and NTSB crash investigations.
