I'm skeptical of this statistic even though I've heard similar things before. There are about 154 million tax returns filed per the IRS, and 128 million households. It seems like a lot of returns if half of them don't pay taxes. It seems like about 78% of tax returns involve paying taxes, in fact. A tax return isn't necessarily a household, but is it that far off on average?
