If the social network is a reflection of society as a whole, then it's not possible to ensure bad things happen less. What is required is to shift focus from social networks to the society. Removing hate, bigotry, evil and social factors that induce crime ought to be the focus. A society cannot be reformed if it is corrupt at its core, no matter how many controls you put on public communication systems. The problem has to be addressed from within, not from outside controls.
