I would love to see a government policy that differentiates between businesses that add value and those that don't, but I appreciate it's pretty much impossible to define and is unlikely to ever happen. An economy is set up based on trade for mutual benefit, and if all participants have that mindset and use things as they are supposed to be used, it will be mostly self-regulating. But there will always be those who exploit the system and find the loopholes to benefit only themselves, ruining it for everyone else (and necessitating regulation).
