You're right, this is good food for thought.
France appears to be a heaven to start a business!
And yet some data don't show up: since 2004, you can become a solopreneur by filling a form online, and start working right away by writing "pending company ID", so just 1h to start your business.
In fact, you must then handle by yourself required procedures like health insurance, retirement planning, professional insurances. You must register to a website you will pay your taxes. You must create a bank account separated from from your personal account.
There is no official checklist to do these required extra steps, and I wonder if worldbank data takes them into account (I will take a look).
