But if they won't show proof yet it's nevertheless true and they have strong privately held evidence concluding it (perhaps from the NSA), that doesn't suddenly make it dangerous to blame the actual perpetrator. It's only dangerous if they're doing it incorrectly or presumptively or deceitfully (which you don't know to be the case).
