Actually, SCRUM was designed to make software dev teams less dependant on management. The problem you describe arose when consultancies decided that this is something that can be wrapped in a powerpoint lsidedeck and sold as "more results faster" to top management for $$$. That being said, I do not think from your description you have experienced either SCRUM nor Agile.
