In Houston, we have no zoning. We do have parking lot minimums, but it doesn't seem to matter to developers - there's nonstop construction on mid-rises. Rents are low, but not THAT low (800-1000 depending on what you want).
Even with this frenzied pace of construction, there's still demand. The suburbs are mostly in the 200s.
As long as we keep up the constant construction, I don't think affordable housing will be going anywhere. But it's a 2 sided equation - developers need to keep up too, and like you suggested, maybe they aren't.
