"But climate justice must mean giving leadership and power to those who will bear the worst effects of climate catastrophe...." I guess this claim depends on the definition of "climate justice." But if we broaden that "climate fixing" (which is how I initially took it, before going back to the original quote and noticing the word justice), what has to happen is that those in power need to care about the problem and know what to do to fix it. This can happen by putting power into the hands of those who care and know what to do and it can happen by changing the goals and know-how of those who currently have power. Neither option is easy!
