If I recall correctly, it's not a consensus body and it makes no decisions for the alliance. It doesn't even have a formal tie to the North Atlantic Council. It's not the North Atlantic Council, it's not the Military Committee, it's not even the Civil Communications Planning Committee. If the suggested report were from one of those committees, then I'd be just as concerned as Anonymous.
