I find this interesting: You list the following as your "biggest trouble" with agile- "hey you promised functionality X by date Y" But that's not an agile contract! So, your biggest trouble with agile is being contractually prohibited from doing it, which is more a problem with the contract than with agile. Also, the consultant dude explained velocity wrong. Velocity is how you measure the amount of work your team got done this time so you can plan how much you are going to do next time...
