In my opinion, those homicide rates shouldn't be compared directly and quantitatively. I'm not aware of the other countries but, in Brazil, homicides are mainly caused by imbalances of power between different criminal organizations. Regions under a consolidated faction have very low rates, comparable to some developed countries and lower than US' rates.
