This was my first thought as well. Maybe it took that many people working in parallel to eventually find a vulnerability, but I personally just can't imagine 1000 engineers working productively on one hack.
That said, I'm not a security researcher.
Maybe MS is just trying to cover their butts since they are being blamed by SolarWinds.
