I think that by now (2015 --> 2021) and by making smartphone data packages cheaper, we all have a couple of IP addresses. Of course for anyone in an office, or behind a home router, it may look like there is a single IP address, while someone may have a smartphone, laptop, 1-2 tablets, a smart TV. We are definitely outnumbered.
