Yes. My mother lives in Montana on an Indian reservation. 60 miles from a population center greater than 50k. She has better broadband options than I do and I live 40 minutes outside of Atlanta and had to file an FCC complaint for ATT to hook up DSL at my home.
...her CLEC/co-op is still in existence because it was too small to be a valuable acquisition during WorldCom's flameout.
