Not sure which issue you are referring to specifically, but VSI provides hobbyist licenses for Alpha and Itanium, and plans to provide them for x86. Unfortunately, there will be no hobbyist licenses for VAX in future since VSI can't redistribute DEC/Compaq/HP versions of VMS, and they have no plans to make their own VAX version (HP killed VAX support nearly a decade ago). Now the only legal way is to try and buy a VAX license from someone who is still selling them.
