I think they meant in the context of 5G communication which is true. There isn't a competitive Western source of this technology which is why people was bitting Huawei in the first place. But it's more complicated than that because a lot of patients of 5G is own by American companies. Technology is a very messy tangled web of cooperation and competitiveness.
