I don't think they mean people worrying about muggings or breaking into the cars. Quote from the article "Worryingly, nearly a quarter didn't feel safe on San Francisco’s roads at all". That for me heavily suggests that people don't feel safe while driving, due to most likely general chaotic environment of roads there.
