I imagine it would be probably quite a struggle for them to even get a billion back to fiat given how impactful selling that many coins would be to the current price, combined with the fact that I suspect if coins in their wallet start to move in any capacity, that will likely cause some reaction by other people. (I have limited cryptocurrency knowledge so that may be all hogwash)
