In Poland there is elektroda.pl - forum about electronics, electrics and programming. Is was founded in 1999 and has over 2 500 000 registered accounts. It is a bit like polish StackOverflow - every time you google a technical problem in polish you will find an elektroda.pl thread on very top. And just like on SO, it will usually be closed by moderator for some bizarre and arcane reason. It certainly has 'old-usenet' vibe, both the good parts (huge amount of knowledge) and the bad (pretty toxic behaviour of many power users and moderators).
