Microsoft tried this 20 years ago with P3P: https://en.wikipedia.org/wiki/P3P https://en.wikipedia.org/wiki/P3P It's really really hard to come up with a machine readable code that encapsulates what each cookie means and does. Also obviously true bad actors would just lie.
