CFCs are much easier to produce, and better-performing (non-toxicity, fireproofing, etc) than the alternatives. I read also that a certain amount of the CFC releases were apparently coming from illegal sale of heavy tars (industrial waste) for use as weatherproofing. Which is dumb as hell, but also pretty typical.
