Again - from my understanding it wasn't just that she had mental health issues but that she was literally cutting checks (for significant sums) to people that everyone (including the state) considered a con artist. Conservatorship laws clearly were not designed for people like her, though, which is why the whole situation she has been stuck in perpetuity is bogus.
