As someone who has some experience with hydroxide and water-treatment systems (as well as other potentially-dangerous industrial controls): always design your system such that even if your feed pump runs full-bore continuously, the system cannot harm anyone.
The dilution of the solution stored in the hydroxide tank generally allows you to make this so.
Sleeping well at night is a great side-effect.
