This is actually extensively use in China, eg. for applying for an ICP licence: upload a copy of your passport (with a lot of extra documents), then you have to record yourself on video, making the moves prompted by an app (close your eyes, open your mouth, tilt your head right/left etc.). I would guess that a lot of this is automated, perhaps with a human check at the end of the process (?). But technical solutions do exist.
