Right now, we are supply constrained on vaccines - the choice for the people on the margin is not "AstraZeneca now or Moderna now", it's "AstraZeneca now or Moderna in a few months, during which time there's an uncontrolled pandemic raging". Or rather, that would be the choice, except that the AstraZeneca vaccine is illegal to distribute so the only choice is "take your chances with no protection at all".
