(After a quick Google, it seems that China's state-owned SMIC is also starting to do ~16nm, but that's all I could find, unless you mean memory and not processors).

UMC and IBM, not sure if IBM has a full fab or just the IP

  IBM no longer owns any fabs, it sold its chip business to GloFo in 2014. You're right about UMC, I missed it before.
