Rust has an interesting way of handling memory so that you don't need a GC. GCs can cause stutters in games.

  You can do a full GC between loading levels, while using a little allocation as possible during a frame rendering.

    Three is really no reason to have any time "between loading levels" these days, especially in an open world game.
