Yes, if be very surprised if it wasn't built on top of Blink. It reminds me of a Mac program that a work colleague used, Devon Agent, that consumed the web content that he browsed and indexed it along with local content. There also used to be a functionally simpler Recoll plugin for Firefox that indexed web text. I really should look to see if that has migrated into the new plugins model.
