Maybe I am missing something but all the optimizations in this article except the xor (2) and the scasd (4) can be done in high level programming languages. Number 3 (output of a sequence of integers as the sequence of differences between consecutive elements) is a very common optimization for inverted indexes formats, IIRC lucene, written in java, does it.
