Look, I don’t think it’s unreasonable to assume that a 720px wide device is a phone. As a webdev I completely zoned out when he started talking about DPI and such. Nobody is going to completely change their methodology around breakpoints because of like a .01% edgecase, when the current one works great the remaining 99.99% of the time. The reason I consider this a true edgecase is that he combines a vertical orientation of the monitor with scaling. That is just bound to cause problems. Had the width been 1080px most websites would at least have given him the tablet layout, which would be more usable on a desktop monitor.
