Yet another option: The CDO's effects are hidden as ineffective and maintaining of the status quo. Yet, without them, the environment would be even less diverse. Their actions are meaningful, but through sheer luck, they exactly cancel out any further 'backsliding' of diversity. I'll admit, this possibility is incredibly small.
