I’m not saying that SpaceX themselves asked people outside of the US, but that they did get permission from the FAA which has to make sure any satellite constellations they authorize abide by various international treaties about the use of space. Also you are moving the goalposts, your original post claimed that SpaceX didn’t ask anyone for permission which is completely false.
