Well I'm Russian and I can certify there's no such thing as bumper sticker regulation in Russia :) People sometimes slap truly tasteless stickers on their cars. There are many variations of the "Mozhem povtorit" sticker, including obscene ones like a Soviet Union stick figure fucking the bent over Nazi Germany stick figure from behind. No one asks for permission to put a sticker like that on their car. The only requirement is lack of taste.
