GitHub is a brand for developers. It would make no sense for Microsoft to start using it for anything as consumer-facing as an app store. It might, perhaps, be worth doing for a dev-focussed store, but I'm not sure of the value of that. A more realistic option would be to seamlessly integrate GitHub releases with a Microsoft app store.
