It would be a good compromise alright - in the sense of a blackmailed offical being very compromised. Anonymous speech is important to a free society - the secret ballot recognizes this fact well. The intelligence agencies don't even need to exist. They exist to serve us not the other way around - if they forget it the right thing to do is to give them the old yeller treatment because they will have become a menace to all.
