The official theory is that we are created during those 9 months, assembled like cars, and if so, he couldn't be born to libya because the body assembled in libya would be completely different. In the unofficial theory, e.g. buddhism, prior existence is a thing, but even then Mark couldn't be born to Libya: there were only few choices for him matching his prior achievements and every path would lead to a billionaire status.
