I think the space successes have far less to do with privatization, and far more to do with Space X, specifically the combination of a massive amount of capital sloshing about, Elon Musk being good at getting his hands on that capital, and there being an absolute army of engineers who would walk over coals to build rockets. That NASA hasn't been able to capitalize on this situation is more about NASA's failures than anything else.
