Hadn't heard of this. Is it basically sloshing remaining charge around the available individual cells / packs to optimize for charge time?

  It's getting the cell temperature correct usually by heating up the cells.

  It warms the battery so that it can charge faster. A cold battery can't charge/discharge as quickly.
