Not sure that I do. I think, there is subtext which may not translate across cultural boundaries. The smiley seems to indicate a joke. In my experience, working part-time means getting paid only the proportional amount for the benefit of only having to be present for that part, while at the same time having to deliver the same output as the full-time.
