PWAs are still based on HTML5, Javascript and CSS so the problems with their ease of development still remains.
Flash and Silverlight, Silverlight more, still offer a better approach to development than PWAs because the PWA approach is still fundamentally broken. A pig in lipstick is still a pig.
PWAs may offer convenient delivery, but they don't offer ease of development and performance.
