Is modern internet resilient to a nuclear war?

Modern internet was built on foundation of ARPANET with the goal of having communication network that could sustain operation during partial destruction, I wonder with modern infrastructure and modern A & H weapons, would internet survive EMPs and blasts? What is the optimistic damage in % nodes could cope, as sometimes it seems that simple power outage is enough to bring everything to halt?
