Is it possible that not making that level of data available is purposeful from a security point of view? Western European countries (among others) worry about threats to their "Critical National Infrastructure", whether in person (terrorist with a bomb) or as a cyber attack. Providing a big map with all transmission lines, power plants and substations seems like it would be a big help to an unsophisticated terrorist, showing them what to blow up.
