I don't think it is advertising focused as much as it tries to give a path for monetization. You can use Brave's currency to pay content providers (website owners) to reward them for their creation. To me, that's the opposite of being focused on advertising, since it gives people a way to operate without relying on advertising as the sole monetization strategy.
