I think you summed up your problem all by yourself: "We Cannot Seem to Be Able to Release" Do you want to SEEM (appear) ABLE to release? or Do you want to BE (actually) ABLE to release (though you still might not actually release)? or Do you just want to RELEASE? It seems to me that you've nailed the emotional issues right there. (I'm assuming it's a team, so no personal issues implied!)
